Bill Chang, Ph.D., is the Head of Data Science for Fraud at Socure, where he leads the development of machine learning solutions at scale. With over a decade of experience, Bill specializes in building high-performing teams and robust ML solutions focused on fraud prevention, risk management, and digital trust. Prior to Socure, Bill was the Head of Risk Machine Learning at Etsy, where he established the company’s foundational risk ML program. His leadership background also includes key roles at Credit Karma, eBay, and Capital One. His technical expertise spans real-time and graph-based machine learning, ML platform design, and cross-functional team leadership. Bill holds a Ph.D. from the Georgia Institute of Technology and a B.S. from Peking University.
