For the better part of the last year, the story of “ghost students” has been told through a lens of breakdown. Institutions overwhelmed by fraudulent applicants. Faculty unknowingly teaching bots. Financial aid systems moving funds at scale to identities that were never real.
Those headlines captured attention, but they only told part of the story. What they revealed was a structural gap in how identity was being handled in a digital-first system. When identity becomes easy to simulate and hard to verify, the system doesn’t just become vulnerable. It becomes predictable.
Predictable systems are exactly what sophisticated fraud networks look for.

That urgency is reflected in what FSA has now put in place.
Real-time, risk-based identity screening is embedded directly into the FAFSA application. Identity is evaluated as part of the application experience itself, before funds move, rather than after the fact when recovery becomes the only option. Capabilities that, until recently, largely existed at the institutional and private-sector level are now being applied at federal scale.

The Department of Education, Secretary McMahon, and the broader interagency effort made a series of decisions that will have real impact. Preventing more than $1 billion in fraudulent aid this cycle is significant. Doing it by reshaping how identity is handled throughout the lifecycle is what makes it durable.
This kind of progress reflects sustained collaboration across institutions, agencies, and the technology partners working behind the scenes to strengthen identity at scale.
