A first-of-its-kind partnership with Socure, Okta, and the Department of Housing and Urban Development (HUD) demonstrates a better path forward, one that transforms <a href="https://www.socure.com/glossary/identity-verification">identity verification</a> and access management into a single, secure, and accessible solution. 
<h3>The Challenge: Fragmented Identity Verification and Access Management</h3>
Over the years, agencies have adopted multiple systems to verify, authenticate, and manage identities. This has made what should be a simple process feel like an obstacle course of logins, password resets, authentications, and verifications. The result is unnecessary friction, frustration, and a poor user experience. 
Legacy approaches to digital identity verification also leave agencies vulnerable to fraud. Static methods, such as knowledge-based authentication and those that rely on credit header data, are easily bypassed by nation-states, fraudsters, and criminal organizations armed with stolen personally identifiable information (PII). At the same time, underbanked communities that have historically been excluded from accessing credit are left behind. 
And with multiple vendors managing bits and pieces of the overall puzzle, agencies are left without the full picture – making it nearly impossible to understand what is working, what is not, and where improvements are needed. 
A new integration from Socure and Okta aims to help agencies address these challenges and is being piloted by the U.S. Department of Housing and Urban Development (HUD). 
<h3>The Breakthrough: A First-of-Its-Kind Integration</h3>
HUD is not simply adopting new identity technologies—it is setting the bar for a modern, secure, and user-centered digital identity environment. Guided by its Enterprise Identity, Credential, and Access Management (EICAM) strategy, HUD recognized early the need to unify authentication and <a href="https://www.socure.com/glossary/identity-proofing">identity proofing</a> to simultaneously strengthen security and reduce user friction. This strategic foresight led the department to pursue a first-of-its-kind integration between Okta and Socure, aligning Zero Trust principles with advanced identity verification in a seamless identity architecture.
HUD is now the first federal agency to deploy this integrated solution. Following a successful initial proof of concept, the Federal Housing Administration (FHA) will begin piloting the Socure–Okta bring-your-own IDV provider (BYO IDV) capability for the FHA Connection service in early 2026. FHA Connection is used by lenders and business partners to originate, service, and manage FHA-insured single-family home mortgages. With this new integration, users will be able to verify their identities and access required services more securely and efficiently, minimizing delays while strengthening the integrity of the mortgage delivery ecosystem.
This effort reflects HUD’s leadership in modernizing identity security—advancing a scalable, trusted, and frictionless framework that aligns mission delivery, user experience, and Zero Trust security priorities across the enterprise.
<h3>How It Works</h3>
Users start by accessing Okta’s authentication platform. From there, Socure’s technology is used to complete Identity Assurance Level 2 (IAL2) proofing — the federal standard for digital identity verification. Socure verifies identities by analyzing a combination of device and network data, as well as personally identifiable information, including name, date of birth, <a href="https://www.socure.com/products/email-risk">email</a>, <a href="https://www.socure.com/products/address-risk">address</a>, and Social Security number. In alignment with IAL2 standards, users will then complete document verification and biometric comparison using <a href="https://www.socure.com/products/document-verification">Socure’s AI-driven document verification solution</a>, which can detect hyper-realistic deepfakes and fraudulent documents. Once verified, the user will be re-directed back to Okta. Okta evaluates the assurance level returned by the vendor. The policy is then marked as VERIFIED or FAILED, determining whether the user can proceed. This creates one identity that has been successfully validated across services.
Early proof points of the benefits of this new integration include:
